Permit of the Russian Federal Service for Ecological, Technical and Atomic Supervision (Rostekhnadzor) is the official document allowing use of the applicant's equipment on hazardous production facilities of gas and oil production, coal mining, and other industries. The Permit is valid over the whole territory of the Russian Federation. This allows the issuance of Permits for an intricate technical device, all components of which perform interrelated technological functions. The Equipment Use Permit's validity period can vary from 1 to 3 years and, in addition, the product's full useful life.
Regulations
The Federal Service for Ecological, Technical and Atomic Supervision (Rostekhnadzor; known previously as the State Mining and Industrial Safety Inspectorate of Russia, Rosgortekhnadzor) issues Equipment Use Permits for specific types of technical devices on hazardous production facilities in accordance with the Government Decree of 30.07.2004 №401. An industrial safety certificate entitles the issue of Rostekhnadzor's Equipment Use Permit. Rostekhnadzor's permit can also be issued on the basis of expert opinion on industrial safety produced by a licensed and accredited (in the relevant field) organisation. Expert opinion is issued in accordance with the requirements established by the Federal Law "On Industrial Safety of Hazardous Production Facilities", Industrial Safety Examination Rules and Rostekhnadzor's normative documents.
List of documents needed for obtaining Rostekhnadzor's Equipment Use Permit:
- application authenticated with the company's seal and signed by the director;
- the company's certificate of registration and tax registration certificate;
- information about the manufacturer;
- the product's description (technical characteristics, appearance, field of application);
- technical documentation (technical conditions, passport, design drawings with specifications on material, assembly, installation and service instructions), including the descriprion of the testing procedure, working lifespan, conditions and requirements of safe operation, maintenance, repair and diagnostic procedures;
- protocols of factory tests;
- information about chemical composition and mechanical strength of the materials used in the product;
- information about welds and nondestructive inspection methods (if necessary);
- GOST R certificate of conformity;
- fire safety certificate, explosion-proof certificate (if needed);
- protocols of foreign third-party testing laboratories (if possible);
- certificates for spare parts and components;
- ISO 9000 series certificate (if possible);
- acceptance, preservation and packing certificates.
